Because the gods of Tibia love barbecue and meat and if we can not use fire spells, we can not do barbecues and share with them, so they will destroy all Tibia because they will be hungry.

Answer: The fire runes/attacks are casted in a speed that is thought to be higher than the speed of light and the water molecules can't follow such a high velocity.

Because back during the God wars, in the begginning of the history in tibia, that Uman Zathroth, was dividing in 2 unequal sides. Uman the Wise, brought the oceans, and all that was therein. However, his evil half, Zathroth the Destroyer, as his name implied, wanted to destroy what Uman created, so he created the element of fire. Uman the Wise got infuriated, so he cast Zathroth down from the skies, and into the ocean. Since Zathroth was made of fire, all the oceans of Uman could not extinguish him. Therefore, when humans came into being, Zathroth corrupted them, and taught them the one flaw in Uman's creation of water, the way to use his fire under it, and kill all the creatures that Uman created, like the quaras.

I have the same doubt when I ask to myself "why I use helmet of deep" when my mount just run like a Petter Pan in the sky without problems...
but i think the tibian sea is made of inflammable gel that confuses us by being mixed with water and not burn completely, just where and when we want....

Hard this one.But If you know about the history you can solve this easily.
Moses invented the fire tibian, then everytime you use rune or spell of fire the sea opens for it, which makes all fire runes/attack possible underwater.

answer: they should create helmet of the fire instead of helmet of the deep, so we don't burn underwater if fire it's possible on it, also fried fish dropping from underwater monsters would be delicious, also i will have to walk with my firewalker boots underwater also to don't burn my feet
