It is possible because Tibians don't like swimming in cold water and they heat up it using e.g. fire runes. Then Tibians feel like on holidays on Caribbean. Caribbean drinks are very tasty when they're warm but unfortunately, CipSoft haven't been invented electric kettles yet :/

For the same reason that we can use ice runes in the hells.
Water for us is like beer to Cip (Germany). Independent of all, this have to exist. So, the water can't evaporate and end.

We can use fire runes/attacks underwater for the same reason we can kill Fire elementals with fire sword =D

We can use fire runes/spells underneath water because of fire’s obvious superiority over water. I mean haven’t you heard about the firewater Lawsuit? Obviously the Gods did.. Besides.. why else would we have fire spells and no such things as water spells? Or Fireworks and no waterworks? Or even lava underneath water? .. I’m just saying… It’s a matter of logic!
